ORC AGM confirms the new rule – ORC International
ORC Chairman Bruno Finzi opened today Tuesday the Annual General Meeting of ORC. The Treasurers report was presented by Philip Tolhurst, he was subsequently reelected. Membership in the ORC Committees was reviewed. The AGM decided to take up Fietje Judel, Bengt-Olof Holmberg, Minuro Tomita and Ken Weller as members of ORC Committee of Honour.
Reports from the Committee Chairmen were presented, the minutes from the Committees will shortly be available for download. The format for new certificates was presented by ORC programmer Panayotis Papapostolou.
The major topic of the AGM was the presentation of the new rule for offshore racing – The “ORC International”. Following the development of new designs and new technologies adapted, ORC AGM last year decided to develop a new rule. ORC Technical Committee (ITC), consisting of some of the worlds most well known designers like Manolo Ruiz de Elvira, Fietje Judel, Andy Claughton, Axel Monhaupt and others have worked through 2007 with the new rule.
The new rule was presented to the AGM by ITC Chairman Alessandro Nazareth. The modules and logics are similar built up like the IMS, however the software for the most important part – the Velicocity Prediction Program (VPP) – has been completely rewritten in a more powerful software, major functions have been reviewed and recent submissions and research results have been implemented. Major techical factors that have been given extra attention and adjustment are;
– A new Aero model with a different evaluation of sail forces with heel angle.
– Implementation of Code 0 sails
– A new Residuary Resistance curve (Part of the total resistance of the boat)
– A new Righting Moment evaluation
– The effective draft for wings and bulb keels
– Revised Boom Depth limit
– Simplified Jib calculation
– Change in Assymetric Spinnaker measurement (ASL – ASF)
– Revision of Jib/Genoa area calculation
– Removal of upper and lower crew weight limit
– Removal of some heavy items credit (High superstructures, liferafts, radar etc)The rule will be easier to handle, it will better evaluate a diverse fleet of yachts, it will respond to recent years proposals and submissions.
The ORC International Measurement System will be maintained as a measurement procedure, providing accurate definitions and measurements, built upon many years of experience. The ORC vast database of yacht data will be maintained and expanded.
The ORC Club will be maintained as an inexpensive and simplified rule, however based on the same logics and VPP as the ORC International.
The new rules and the new certificates will be available early 2008, the services available on the internet such as Stability Certificates, Performance Packages, etc will also be available subsequently.
Finally ORC Chairman Bruno Finzi, Vice Chairmen Wolfgang Schaefer and Don Genitempo, Chief Measurer Nicola Sironi and ORC Secretary Vivian Rodiguez were unanimously reelected.
